Filling the Gaps: How Moto’s Workforce Housing Is Rebuilding Philadelphia

Philadelphia has long been a city defined by its rowhomes; a rhythm of red brick facades that reflect the personalities of the families within them. But as manufacturing jobs shifted in the mid-20th century, the city’s population shrank dramatically. From a peak of over two million residents, Philadelphia lost nearly a quarter of its population by the early 2000s, leaving behind thousands of vacant lots and fractured neighborhoods. 

Now, as the city’s population is again on the rise, Philadelphia is directly tackling the housing affordability crisis. Through a strategic initiative, the city is transforming publicly owned land into affordable, energy-efficient homes for working families. The goal is twofold: provide pathways to ownership that build equity for residents, and reinvigorate neighborhoods through carefully placed infill development. 

Since 2019, Moto Designshop has worked closely with development partners to design and deliver more than 120 homes annually. While each project may seem like a small intervention, together they form a powerful strategy: lot by lot, block by block, filling in the gaps and restoring continuity to the city’s urban fabric. The homes honor tradition while embracing modernity. Reverent to rowhome vernacular with full brick facades, their design fits seamlessly into existing streets, yet offers the efficiency, durability, and comfort that today’s families need. By combining quality design with practical construction expertise, Moto’s work ensures that these houses are affordable and built to last. 

These micro interventions are already adding up to a macro transformation – reweaving neighborhoods, stabilizing housing, and creating affordable opportunities for the city’s workforce to thrive. As Philadelphia works to address its housing affordability crisis, Moto’s leadership demonstrates what is possible when design, community, and equity align. These homes do more than fill gaps—they anchor families, strengthen neighborhoods, and set a precedent for how American cities can build their future.
