Design Profile: Hartranft Community Center

The Hartranft Community Center has long served as a civic anchor in Hartranft, a historically Black and Latino residential neighborhood in North Philadelphia. Its restoration, part of the Philadelphia Housing Authority’s broader reinvestment in the Fairhill Tower and Townhomes site, returns a vital public institution to the community it was always meant to serve. Adjacent to a pocket park, playground and structure originally designed by the office of Oscar Stonorov, whose work championed public and affordable housing for the working class, the building carries deep architectural and civic significance. Closed for more than a decade due to deteriorating conditions, its absence left residents without access to recreation, health resources and a shared gathering space. The restoration is part of Philadelphia’s Rebuild initiative, a citywide effort to address longstanding inequities in public infrastructure by reinvesting in neighborhoods that have experienced generations of disinvestment. In a community where more than 44 percent of housing stock has remained vacant, the project pairs over 350 affordable housing units with renewed civic infrastructure. Upgrades to the building envelope and mechanical systems improve long-term performance and durability, while comprehensive ADA improvements ensure the space is open to all. The reopening of the indoor pool, closed since 2009, stands as a symbol of restored access, now serving recreation, youth programming and public health. The Hartranft Community Center demonstrates what investment in public architecture can achieve: a safe, high-quality civic space as a foundation for community resilience and shared identity.
